What is the difference between iPhone jailbreaking and unlocking?
There is a lot of confusion surrounding the jailbreaking and unlocking of an iPhone. Jailbreaking is the process by which an iPhone's firmware is modified to allow unsigned code to be run to gain access to applications that Apple wouldn't normally let you access. Jailbreaking adds unofficial application installers to your iPhone such as Cydia or Icy. This will return your iPhone to it's factory settings. You can then restore your iPhone to it's previous state using the back-up you created earlier.
If I perform an iTunes restore after unlocking do I need to unlock the iPhone again?
Yes, performing a restore within iTunes returns your iPhone to factory settings.

Is unlocking your iPhone illegal?
Part of the copyright code, Section 1201 of the Digital Millennium Copyright Act of 1998, makes it illegal to break digital locks to get at copyrighted works. But there is an explicit exemption for personal unlocking issued by the Librarian of Congress in 2006. As the Librarian wrote, the locks "are used by wireless carriers to limit the ability of subscribers to switch to other carriers, a business decision that has nothing whatsoever to do with the interests protected by copyright."
